CPU’s proposed Shelter Exit Services (SES) program is designed to provide comprehensive, structured support for individuals eligible under the Office of Refugee Resettlement (ORR) guidelines as they transition from shelters to independent housing. CPU will prioritize services to participants who have been in the United States for one year or less and those requiring additional social, academic, vocational, or emotional support.
CPU’s program will serve a minimum of 100 households- approximately 225 adults and children, in Brooklyn, Queens, and the Bronx- where significant numbers of eligible participants are located. Based upon data, we expect a substantial number of households served, perhaps as high as 90%, will be comprised by adult guardians with minor children. Through this initiative, CPU aims to address not only the immediate housing needs of these individuals but also to empower them with skills and resources essential for lasting self-sufficiency. Within the first 30 days, CPU will ensure essential needs are met by providing furnishings, food
allowances, transportation, and necessary clothing. CPU will also facilitate access to social services, including case management, health and mental health services, employment support, public benefits assistance, English language instruction, and assistance with registering children in school.
CPU’s decision to deliver SES services in Brooklyn, Queens, and the Bronx is grounded in a strategic assessment of the current housing and shelter distribution across New York City, combined with our extensive expertise in serving vulnerable populations.
Goals: To facilitate participants’ successful transition from shelters to stable, long-term housing, to equip them with the skills and resources required for financial independence, and to support their overall integration into the community. The program has set ambitious but achievable outcomes, including securing stable housing for 85 percent of participants within a 12-month period, enabling 75 percent of participants to gain employment or engage in educational programs, and achieving significant improvements in financial literacy and resource management for at least 90 percent of participants. Through these outcomes, CPU intends to demonstrate a meaningful, measurable impact on participants’ lives and to promote sustainable self-sufficiency.
